Public-Private Partnerships (PPPs) in Côte d'Ivoire are a mechanism whereby a public entity entrusts a private partner, under a long-term contract, with the financing, implementation and/or operation of services or infrastructure traditionally provided by the public authorities, in return for remuneration linked to performance targets

Côte d'Ivoire was a forerunner in the subregion in this field with the very first PPP contract signed in 1959 with SODECI, a subsidiary of SAUR, for the distribution of portable water in the city of Abidjan.

This was followed by numerous other PPP contracts in other sectors (electricity, railways, ports, health, education, etc.), enabling our country to make great progress in terms of infrastructure and the provision of public services.

The 2012-2015 and 2016-2020 National Development Plans (PNDs), in which PPPs account for 48% and 33% of planned investments respectively, clearly illustrate the perception of PPPs as a powerful lever for economic development in Côte d'Ivoire under President Alassane Ouattara.

Like previous NDPs, the 2021-2025 NDP, based on the Côte d'Ivoire 2040 National Prospective Study, the 'Côte d'Ivoire Solidaire' social project, the Côte d'Ivoire 2030 Strategic Plan, the United Nations 2030 Agenda and the African Union's Agenda 2063, gives the private sector, and indeed public-private partnerships, a prominent role. It envisages a total investment of around 59 trillion CFA francs over the period, of which 74%, or 43.647 trillion CFA francs, is expected to come from the private sector.

Created by decree in 2012 and operational since 2014, the CNP-PPP is a key instrument for the government to implement its development policy as set out in the PNDs. Our organization is involved in all stages of the PPP project life cycle through complex arrangements that require a high level of legal, financial and operational expertise.

Aware of the issues and challenges that this context poses for the CNP-PPP, I urge my colleagues to continue with the utmost professionalism in our mission to support the contracting authorities in order to contribute significantly to the achievement of the objectives of the PNDs, namely (I) accelerating the structural transformation of the economy, (II) strengthening social inclusion, (III) doubling per capita GDP by 2030 and (IV) moving Côte d'Ivoire to upper middle income status by 2030.
