About CNP-PPP
Foundations and institutional vision
Established in 2u.12 by Decrees No. 2Ol2-11 51 and No. 20'12-1152, the National Steering Committee for Public-Private Partnerships (CNP-PPP) has àsserted itself as a primary institutional pillar fior the structurral transformation of Côte d'lvoire. lnitially bttached to the Prime Minister's Office, its strategiÇ transfer to the Presidency of the Republic reflects a clear political will: to position Public-Private Partnerships at the heart of the national emergence strategy. The regulatory framework was further strengthened by Decree No.2Ol8-358 of March 29, 2bi8. This evolution has served to further secure invbptments, improve process transparency, and optimize the utilization of public resoqices. The CNP-PPP acts as a @rnfirehersire muhidlsciplinary engineering platform, defining a medium- and long-term strategic visiorl.
Missions
In accordance with Decree No. 2018-359 of 29 March 2018 on the remit, organisation and operation of the National Steering Committee for Public-Private Partnerships, the CNP-PPP's remit includes:
PPP Development
Formulating the development of PPPs in Côte d’Ivoire.
Validating the annual program of PPP projects and ensuring the monitoring and evaluation of their implementation.
Developing expertise in the legal and financial structuring of PPP contracts.
Support to Contracting Authorities
Conducting preliminary legal and financial feasibility studies on behalf of contracting authorities.
Assisting contracting authorities during the PPP contract procurement phase.
Providing assistance to contracting authorities during the execution of PPP contracts.
Management of the Dedicated PPP Feasibility Study Fund
Covering all or part of the requirements related to project preparation, specifically identification and feasibility studies for PPP projects.
Covering all or part of the technical assistance needs related to the execution of a contract.
Financing all or part of the consultancy services related to the preparation and execution of a PPP project.
Vision
Building on these successes, the CNPP-PPP continues to optimize procedures to reduce procurement lead times while ensuring total transparency, in accordance with the 2012 and 2018 decrees. The objective remains clear: to secure, optimize, and accelerate investments in Côte d’Ivoire.
